The City of Boulder's Building Performance Ordinance (BPO) has requirements for all commercial buildings between 30,000 and 49,999 sqft due on June 1, 2023. By this deadline, building owners must submit documentation of interior and exterior lighting efficiency compliance and complete a Retro-commissioning (RCx) Study unless the building qualifies for an exemption. Buildings between 20,000 and 29,999 sqft require an ASHRAE Level 1-equivalent Energy Assessment by this date, with RCx and lighting compliance due in 2025. Buildings over 50,000 sqft must implement cost-effective RCx measures by the June 2023 deadline.
